G. THE HEALTH AND MEDICAL SERVICES OF THE
STRAITS SETTLEMENTS.
The Straits Settlements consist of five settlements separated from one another by considerable distances. They are Singapore. Penang, Malacca, Province Wel- lesley and the Dindings.
The total population is approximately 1,000,000 of which 500,000 are in the town of Singapore and 175,000 in the town of Penang.
Singapore and Penang are limited municipalities which have their own laws and their own staff of employees who are not Government servants.
THE MUNICIPAL HEALTH DEPARTMENT.
The Municipalities have their own Health Departments which are apart from and independent of the Government Medical Service. Each in its own area deals with:-
(a) Registration of births and deaths.
(b) Vaccination.
(c) Infectious diseases control including segregation and isolation
(d) Anti-malaria measures.
(e) General sanitation
(f) Food control including the control of slaughter houses, markets,
and eating houses and the analyses of foods drugs and waters. (g) Maternity and infant welfare.
The Municipal Staff of qualified Medical Officers is as follows:-

(d) All School Medical work.
(e) All Leprosy work
() Infectious Disease work outside the Municipalities. (1) Anti-malaria work outside the Municipalities.
(4) Work under the Sale of Food and Drugs Ordinance.

THE GOVERNMENT MEDICAL SERVICE.
The Government. Medical Service like that of the Federated Malay States is divided into a Medical Branch, a Health Branch and an Investigative or Laboratory Branch. There is besides the College of Medicine whose Officers are all members of the Government Medical Service and who in addition to their teaching duties do clini- cal work in the Government Hospitals
The Government Medical Service deals with :
(a) All hospital and medical relief work including that in general hos- pitals, maternity hospitals and mental hospitals, but excluding that done in voluntary and mission institutions a small part of the whole.
(b) All Venereal Diseases work.
(e) All Port Health work.
